it must be having some network related hardware issu too so Just give it a little time to test the phones before do any thing, make sure what problem is there.. Most of the time customers are not right ..

did you test flashing factory binary full or just the modem It might give you a clue or a fix ,, but fist make sure the imei is ok in your country

the imie is valid in my country and i m sure the phone damaged in unlock

check phone settings for begin like caller id detect or other things related to call.
also may be phone imei blacklisted for other network operator not sure. because as you told internet work.

99.9% phone has same problem before. Try do master reset and refresh.
May be someone try downgrade phone before you. New phones don't like this operation.
