Try to flash correct modem to the device, this has fixed it 8 out of 10 times for me. You might need to flash it multiple times though, so make sure to flash and then reboot into odin mode, flash and reboot to odin mode a few times.

find 4 files firmware and do wipe efs.. if not succeed it's a damaged eMMC probably
