Is it possible to unlock this baseband?

If it`s already jailbroken, then it`s possible. Just look in Cydia for Bootneuter, install it, then reboot the iPhone and you`re done.

Can I use Cydia 2 to install bootneuter as I don't have wifi access?

You can install it with Cyder, here is the download link for Bootneuter:

http://apt.bigboss.us.com/repofiles/...neuter_2.1.deb

Make sure you install the dependencies aswell. To check which those are just look in Cydia and get into bootneuter. You should see there what you have to install besides bootneuter. Use google to find them and then just place all of them in the same folder with it and with Cyder just copy them in the Autoinstall folder. http://forum.gsmhosting.com/vbb/f456...t-wifi-794047/
