did you install ultrasnow ?
if yes check that is 1.2.5 version

change the sim card maybe damaged or not 5v or not registred

he allready say that he flash bb.that means it is safe to flash bb(oldboot rom)
so don't be confused about it
just give him next steps

in my opiniun
it is too hard to restore/jailbreak/unlock 3gs
i face like this problem many time
tha only way to solw this is try and try and try
repeat all steps restore/jail/unlock again and again untill success.

note: restore abow v4.1(one by one) by make cfw with sn0wbreez
to 4.3.3 which is till untether

You can also use iphone browser app for PC to place the both DEB files in
var/root/Media/Cydia/AutoInstall
(If Cydia/AutoInstall dont exist, create these folders as posted)
Reboot iPhone normally "twice" and it will be unlocked.

find these file

1 ) ultrasn0w 1.2.deb


2) mobilesubstrate_0.9.3367-1_iphoneos-arm.deb


paste these file over there and restart ur cell twice a time confirm signal

tested by 10000%
