Bro I dont recommend you to downgrade and update ipad baseband .because iphone 3gs 8gb mostly bricked after install ipad baseband.so do on your own risk.

Best way is to check with official carrier to get it factory unlocked.

Today I unlocked an iPhone 3GS of week 23 year 2011, so I think those ones are safe to proceed with iPad baseband flash.

But this is just my experience, I don't know yours...
