I think that this means that the phone is unlocked using SAM so changing SIM triggers rebricking which means applying the Next Tether Policy ...

That is a default (from factory) lock from apple. These iphones "shoudnt be on market". It means that the iphone can be used with any Certified Apple carrier. If you switch a sim with different carrier, you need to activate it again with that carrier. It will not activate or can not be used if the carrier is not certified by apple.
Lets say is half simfree !

if you want to know if anybody can unlock it? the answer ...is NO!

then check again that imei ...... all be cleared, and sure what the problems
