If you are the owner then call apple custemer care . Then he ask for the purchase bill send him via email after 48 hours your phone will unlock

i have this problem, my apple id and password is correct but when i enter my apple id and password, Shows me this Message: cannot be used to unlock this iPhone.

if your Apple ID couldn't be used to unlock iPhone, maybe you can try a removal tool to help you get access again to your phone. Joyoshare Activation Unlocker is an optimal choice. Hopefully, your iPhone would be unlocked quickly.
