Yes, you can . Phone's BB chip is safe for 6.15 reflashing (SEC IC)

It works FLASHING to 06.15.00

However when I tried downgrading to 05.13.00, I got no BB, IMEI, WIFI, etc.

Flashing back to 06.15.00 worked again.

Any fix around this to get 05.13.00 ?

100% accurate

you can double check by opening phone and check bb flash ic if label is 36MY1EH then its new security and cant be flashed with 6.15bb all others are safe to flash such as (36MY1EE , 72NS128RDOABLO , K5G2829ATM)
