Does it ask PIN code, when SIM inserted? Does it see it?

No, it doesn't ask a pincode. when insert sim it just searches signal for longtime then no service & searches signal again ..

If data and time are correct, IMEI and BB version also you should open it and check hardware problem. Have you tried to make reset with erasing when SIM in slot?
