Check your Bootloader version , if 05.08 then use fuzzyband to downgrade it and after unlock possible

If your bootloader version up to 05.08 no unlock solution yet

yes we can unlock but we cannot used this it is because no signal this is based band ,steel no solution for unlocking .hope will be supported soon and have a solution.

you cant downgrade 3gs basebaned its only 3g is supported
