i have updated iphone4 to 5.1.1 without baseband .....but set require activation .......if i use snowbreez to creat custm ipsw for activaton ...can it also upgrade my iphone 4 baseband .....cnfusion

Firmware created with sn00wbreeze will not and never UPGRADE your baseband,
Create a custom firmware using sn0wbreeze-v2.9.5 don't forget to tick activate iphone while creating it ( Use expert mode ), use ireb dfu pawner and then restore using itunes! Et voila!!
You'll get 5.1.1 version without caring about your baseband being updated! Then use ultrasn0w to unlock.
