I used copytrans contacts to back up and restore contacts on an iphone 5 - think it works with older iphones too (PC only):

CopyTrans Contacts - CNET Download.com

I would advise you to use some third party app in order to transfer the iPhone contacts to your PC. Have a look at this free application in order to transfer iPhone contacts to your PC without the need for iTunes.

Use the same tool to backup iPhone contacts from your PC to your new iPhone.

Alternatively, you might want to start iTunes in Safe mode by clicking on CTRL+SHIFT keys while starting iTunes with your iPhone connected. Next, enter in device settings and tick "Manually manage contacts"

If you do not want to sync with iTunes in order to transfer the contacts, you can backup your iPhone contacts to your computer with FonePaw iOS Transfer.
