If you are on 5.0.1 you can use the inbuilt 'Personal Hotspot', which in under settings (on Iphone 4s). On iPhone 4 it may be under settings/network.

Using Personal Hotspot, connect your iPhone to your laptop with USB cable. You will now be able to use internet on your laptop, using your contract data plan on your sim card.

'tether me' is an app available on Cydia which also enables you to tether from your iPhone. Additionally, there is also another app called 'MyWi' from Cydia which does the above and alllows you to tether over wifi.
