you should replace wifi ic to activate via cable of vi wifi

or check shsh and downgrade to lower version

Look for saved shsh , if you got and old one , try downgrading to that version then activate your iPhone ( since this error occurs only on recent version ) and do a software update ( not a restore ) via iTunes .
