i have iphone4 veriosn 4.3.3 can i update on 6.1.2 without updaeting baseband

my baseband is 4.10.1 and geavy sim running on devise

i have updated the fone to Ios 6.12 but am having problems with activation ,may someone help ,May fone is Iphone 4 and imei number is 012846003487347,or check out pic attached,Help me identify the carrier who locked the fone the i may active usuing that carriers simcard

yes software updated to 6.12 but now how to activate the fone i need the to know the carrier MC 605FB/A ifone 4 and imei is 012846003487347
