You can create a Custom IPSW file using redsn0w 0.9.9b5 and restore it manually to jailbreak and preserve your baseband for iOS5. And yes you can unlock iPhone 4 using GEVEY on iOS 5

yes I have done it right now...
I have made custom IOS 5 using snowbreeze 2.8 b8....
then Updated to custom firmware preserving baseband to 2.10.04
& Finally Gevey Sim Works fine......

I need to update my iphone4 IOS5 without baseband, but I need not have done jailbreak. so I can turn on and off without pc. is it possible?

Yes,,,, it is possible,, you can restore it with custom jailbroken firmware.
But after you must not use 'just boot tethered'.
Your device will work perfectly including safari. But cydia will not work. And also you must not install any app from cydia. Now you will able to on/off your device without any PC.

100% working tested by me.....i m using this..!!!
