I-Phone 4s No Service

I've got an I-Phone 4s showing No Service the whole time, even if I change sim cards for different networks.

Modem Firmware 2.0.12

Is it software related or is the phone blacklisted?

If I do manual network search I get 2 networks, but the phone still says No service if I select the correct network.

Now the phone is in safe mode as well.
