Is IOS 9 messing with iPhone 4?

A co-worker came to me yesterday because his phone's touch screen stopped working and couldn't access anything on his phone. He recently updated to IOS 9. Then last night I was out and ran into another guy with the exact same issue, and he just recently updated his IOS as well. Is this issue popping up everywhere or just a coincidence?

Oh probably, I didn't get in to too much details with the guys. I talked to one of them today, and they were able to do a reset through itunes and it is working again.

since it works again, then yes, it must be a iOS issue. there's been several updates since 9,0. probably some address this issue.
