Restore with iTune your iphone ...
use frimware 4.1.....and jailbreak
and update baseband to 6.15 most time crrupt modem

update ipad baseband using redsnow it may help many times otherwise its hardware

bro its 90% software problem.if its baseband is already 6.15 then its solution not yet.if you have baseband except 6.15 then install it this solution works fine.

does it wifi and bluetooth works bro check it and if they doesnt work then its hardaware problem

use custom firmware 4.3.3 created by sn0wbreeze in base band prevention mod and after it you will get error 1015 but don't worry its normal now go for jail break with redsn0w 9.6rc16 select install ipad base band while jail breaking 100 % tested solution
