Did you attempt to remove cable during restore process?

Seen this from few units, and in few occasions, standard restore has fixed it

if no IMEI present

Download BBUPDATEREXTREME and .eep and .fls files for correct dev using 4.1 firmware or decrypt from ramdisk yourself using IV/KEY from net.... flash using mobileterminal once jailbroken. syntax is available on the net IMEI will be restored unless the baseband is completely corrupt (small chance)

for some reason the above works, even though as far as i know BBupdaterextreme is what is used during a restore anyway

YOUR BaseBand discroupt, this why it is waiting active with simcard which it show searching however you have no simcard inside it.

write again, what you did .. and which last software you used to restore and which baseband...

if it is jailbreaked, you can easy change the lockdown file and it will pass this screen. so you will see there no baseband and other too,
