One chance it's to jailbreak via iPad baseband from latest Redsn0w,if not repair baseband file,it's only baseband corrupted.

Note: Thiss is error 23.

Just Update Baseband

U need :
1. redsn0w win_0.9.6b5 or higher
2. Firmware v.4.1 or v.4.2.1

Way :
1. open redsn0w
2. browse firmware v.4.1 or v.4.2.1
3. click next - tick just " install ipad baseband "
4. folow the instruction
5. sit and relax it will be long time (dont do anything just wait until finished)

I followed the instructions but the icon of wifi is disabled

when I connect my iphone to pc it restarts itself
