restore with 4.1 then jailbreak and instal ipad baseband.if the problem remains same its the hardware problem.

Always use search before u do anything. It has been mentioned in many posts that it is not safe to install ipad baseband on iphone 3GS which r manufactured after the 28th week of 2011...
