you can jailbreak it with redsnow and unlock with ultrasnow 1.2.... But you will update your base to 6.15 if it is new boot then it is just teethered jailbreak once you power off or battery empty you iphone stuck in apple logo and need to jailbreak again with redsnow and in setting just booth teethered right now and unlock with ultrasnow.

I think it NEVER will be released because APPLE and government of USA will stop all unlegal actions like jailbreak and unlock about Apple devices.
