I have the same problem as many this happening. Get in touch with apple support, and who are not aware of this problem.
discuss having the same problem that ID 656873671 and 656383854 cases.
Then send your problem to the feedback page on the apple iphone section.
To do apple know that the problem is general but will continue happening in the next version of software.
Discuss the Case ID number to receive so grouped all cases and solve globally.

and report the problem adding your case number and mine, that apple from offices in Europe have evidence of the problem and Issue Numbers .

This is not a problem of sim cards, my iPhone is unlocked. This problem is a problem ios 7.1.2 on iPhone 4 In almost all cases, the wifi stopped working and to restore iphone 4 to factory settings this error appears when trying to activate it with apple servers .
Please read the post before you contribute useless solutions. This problem affects every day to more iPhone 4 users
