Iphone 4 IMEI blocked by operator - GSM-Forum

Hi, I have an Iphone4 sent me to change my provider but never used and the operator asked me either. Certainly be blocked by IMEI and my question is: can reprogram the IMEI to use it without blocking, using an old IMEI of another Iphone?
