using the lastest redsn0w_win_0.9.15b3 you jailbreak it your iPhone 4

but its tethered.

about the unlock please post it here the baseband

first you can't downgrade iphone 4 without SHSH saved
2nd You have iphone 4 what baseband you have ?

no way to unlock your iphone with ultrasnow.only solution is to unlock it from provider
