Iphone 4 locked to AT&T, Unlocked Done but can't ACTIVATE?

Action Taken:

I tried Other PC, Activate with wifi, put AT&T Sim card and Other Sim but still can't activate.

Any idea, i need your help...

restore with 5.1.1...........then put non supported sim and use latest version of itunes with good internet

Apple change another activation solution > active success = serial + imei legal for iphone . if your phone making hardware , replace another imei , after get unlocked for it . By the way , you could not active this phone again forever . Back up lockdown no1 for all things .

เครื่องถูกบล็อกจาก apple อาจเป็นการปลดล็อกแบบลักลอบปลด ซื่ง ทาง at&t ได้ตรวจจับ พนักงานที่ลักลอบปลดล็อกได้ทังหมด 28 คนและกำลังดำเนินการไล่บล็อกข้อมูลที่ทั้ง 28 คนทำการปลดล็อกไป

all iphone 4 is unlock by hardware change xgold chip+flash ic from official unlock phhone itune will not activated too i think they check on imei number and serial number if not match
all phone if unlock this way please do not erase all setting becouse u will back to activated screen
และอัปเดทล่าสุด เครื่องที่ทำการปลดล็อกด้วย hardware ก็โดนเช่นกันโดย itune จะไม่ทำการ activated ถ้า imei ไม่ตรง กับ serial number

How we can know the phone can be unlocked? This is important before send imei... I have a similar case...

install sam then try activating it if you do finish factory unlocking and get this error

need first insert att sim then give biling zipcode and 4 digit security code thats have only with original custommer

same like this...carier not active before unlocked
