my first time see an locked iphone on two differents carriers.
is it possible to do this ?
iphone seem to accepte usa at-t sim and orange ner.
no jailbreak / no sam pref

how can that been possible?

Yes this is posssible. as Apple has more than 1000 different types of locks (databases). apparently you have one in your hand with a lock that accepts more than 1 carrier.
Better to use a proper checker to check whats on Next tether activation.

There are few very good checkers nowadays that give such information

! ofccourse i recommend my own system SIC
