iPhone 4 restore to ios 7.0.4 error 3194 + stuck on recovery

hi
I faced this problem last night and I've searched lots of places and forums for solution
when I was trying to update iPhone 4 from ios 6.1.3 to 7.0.4 after the first part of restoring and verifying iphone restore I saw a 3194 error and phone reboots and stuck on recovery mode.
I used ifaith to check for shsh but there was no shsh for that device.
is there anyway to downgrade or use ios 7.0.4 on this device?
I've used to edit host file in my etc folder

I know that there is lots of topics talking on this problem but I could't find any answer for that so I made this new topic.
