iphone 4 us at&t after factory unlock phone not active. i restore it but not sucsess give this error pls hep me to active.

its a sort of activation error , which is server base , There is some mismatch between server and your device , for such case make restore 2-3 time if that not help you then call Apple online care center and ask them to you in this.

try fix via iphone4 dongle cabel search dongle in ipmart.com

As i told you , its a server base problem you can't do any thing , except changing the imei , as a chance you can ask your source who made unlock AT&T to check imei again. Hopefully if he enter the data again will fix issue.
