iphone 4s activated but still sim not valid

first i put a simcard and there's a full bar signal came out.. so i think this is unlock already only need to activate using original sim which is AT&T sim.
activation done.. the problem is when i replace the sim, it will accept the sim in few seconds only with full bar signal after that the phone rebooted and it says need activation again or sim not valid.
some cellphone that i did in same case after activation the phone 100% work.

the phone restore and update to v7.0.4.....

what is missing in my procedure?
is this need to unlock or there's something wrong in the phone?
i'm not expert in iphone so i need help.
