I had that same problem. I thought, by updating to the latest firmware of my iPhone 4s It was going to be able to activate but now while I try restoring it, it gives me Error -1 on iTunes. Someone help

remove the battery and try again after few days....its will be active...

This problem is from latest iOS 9.3 if case your device running 9.3 restore with 9.2.1
