Please help with understanding icloud activation

Hi all,

Firiend of mine bought iPhone 4S on Craigslist thinking it was legit but it turns out it was stolen and she could not activate it on Sprint. Since then I bought her GPP sim card and she was using it as prepaid for a while but eventually she gave it to cousin to use as mp3 player now he changed pass code and forgot so phone was now locked. When connected to iTunes only option was to factory reset which I did. Now I'm presented with this screen (picture).
What are my options to help her bring it back to jsut using it on WiFi?
From reading so far in this forum iCloud is clean?
Some pointers would be helpful!

Just forget about this phone, the price for deleting iCloud lock is slightly high for 4s. It will cost you about $150...170. Not bad, eh?

Ok, so two options, forget about it or she can pay $150...$170 to remove that lock?

If Find My iPhone status - CLEAN, then she can pay $150...$170 to remove that lock.
If Find My iPhone status - LOST, then better forget about it.

In some cases Icloud lock in lost mode will cost for customer less than "normal" iCloud, about $85...90. My friend got his phone clean after this service.

But the success of this service is not greater than 70%
Same time unblock of "normal iCoud" which is CLEAN have 100% success rating.
