iPhone 4S error 3 - baseband?

iPhone 4s stuck in recovery mode, iTunes giving error 3 at the final stages of restore. I has had previous water damage, but i fixed it, it was working fine, then was "searching" constantly so i restored and now im in recovery loop

I opened it up and there was no visible corrosion, cleaned it all with 100% isopropyl and toothbrush to ensure no corrosion (should I reclean certain areas?) and still error 3

I researched and its probably a baseband problem, all i have is a solder and an oven, I don't know how to do any rehotting or reflowing or anything but if its necessary i will learn?

Can somebody please help me out, its urgent
