you have to downgrade to ios 5 or ios 6 with ifaith shsh blobs , now open redsn0w select ipsw and select shsh blobs now restore with redsn0w

Remove R95_RF and then restore again, the device will turn and restore normally, although without wifi

normally it comes with wifi issue ...,
try to software by removing the power supplys to the WIFI (U1_RF) module

R108RF_R,R106_RF and R95_RF

Just rehot or dry wifi module ic

After rehot wait 1 hour then use full charge
New battery
and restore 100% done im done many I phone 4

4013 has nothing to do with wifi ic you will need to remove 2 resistors near the pmu chip i cant give exact details may be someone can post if for me

i have done fix error 4013 by remove R108RF_R,R106_RF and R95_RF ...
