cannot activate my iphone 4 for 2 weeks. unlocked is done officialy from ATT. imei checker shows unlocked. but itunes says sorry we are unable to continue with your activation at this time
please try again later or contact customer care.

i was trying several networks, several sim cards, wifi networks....

is it hardware problem?

I have also two iphone 4s i have tried different pcs different net connections through cable and through wifi but same as you, it is at&t server issue have to wait.

no dear............i activated lot of att iphone....maybe ur iphone imei stolen reported or blacklisted

no its not hardware problem...try to restore via itunes

Try doing this: Go to Settings->Carrier->Auto--OFF. Then choose the new SIM cards network. It should then be unlocked. Happened to me before.
