It usually means its stolen and its IMEI is blocked in EIR. Try reset it, change to different simcards if it still dont work its most likely stolen and blocked.

Use that iphone in other countries..or... Sell it and buy other...

Most of the times blacklisted phones not work for all carriers. Its better to use such phones in other countries.

or restore with no original sim in side to ios6, after it you see if phone show operator menu in settings
