iphone not finding any network... - GSM-Forum

hi all,i got an iphone from a customer who asked me to unlock the phone,i checked this iphone but it really seems completely unlocked,the problem is that if i try to put a sim inside it says "searching" but doesnt find any network and if i go to "Carrier" under setting it says "unable to load network list",my guess is that the phone as the imei in black list and there is no way i can fix that so im just wasting my time even though i thought i may ask it here cause perhaps i could be wrong...?
