iphone4 could not activate - GSM-Forum

Here i got one imei from my customer its usa at&t and i submitted in at&t server and also got the unlock confirmation from tat server but cant activate the mobile tried local sim and also at&t sim even jalbroken the mobile not yet activated any one have solution for this? customer giving pressure

try deactivate with redsn0w and then connect switched-off iphone,with unaccepted sim to iTunes.
