Iphone has no APN setting in Cellular Data even after update to 9.2 - GSM-Forum

I have got a 4s which was on ios9.02 that didn't have APN Setting in its Cellular Data setting so first I reseted network setting ,all setting and erase all setting but still same than updated to ios9.1 than check with other simcards same I just updated to IOS9.2 still same ,phone is factory unlocked so how to fix this problem ? Any IDea ?

Although it is a factory unlocked phone it shows its career Telcel 23.0 with every sim

Try to downgrade to 9.1 and check

I have updated from 9.02 to 9.1 when not solved updated to IOS9.2

Update via OTA ot iTunes? May be see Telcel if case this carrier sim is it used to activate device

Updated by itunes.I think it has been still recoginzed by apple as Telcel and it might not need APN Setting For Telcel career .

Sorry I'm not sure. Now I use 4s locked to Sprint US and me too missing menu for Cellular data setting and for 3G swich. On another locked to Telenor Sweden I have this option.
