4S WITH serial 99000 what kind of qestion is that .. first u need to know the oprator it is locked to .. and for that u need to put imei here NOT THE SERIAL

many 4s imei starts with 99............

I have an iphone 4s with 99000 imei and it says thru info that it is sim unlocked. But the client who has it says its locked. Will grab it today and see what activation will do to it... What could be the reason to this?

Maybe a replacement set.
