in notification center will not load - GSM-Forum

Hello, i have a jailbroken iphone 4 6.1.3, 3.0.04. I have had no problems until i downloaded a tweak that makes the notification center slide in various different ways. the tweak said it was inspired by barrel. After installing the tweak the notification center no longer displays anything. when i go into settings - notifications, the "in notification center" option will not load. also when i go into do not disturb, the option scheduled is greyed out and the option to "all calls from" is always set to no one. when i change it to everyone and kill settings, then reopen it the all calls from is reset back to no one. i have removed the tweak and that did nothing. i tried a hard reset and that did nothing as well. i tried to restore back to factory settings using itunes but itunes wants to update my phone to ios 7, which i want to avoid doing, does anyone know what i can do to fix this problem?

also i was looking into restoring using redsnow but i do not have the correct ipsw. any help would be greatly appreiciated.

also i installed a tweak to customize my lock screen, im not sure if this had anything to do with it, but i also no longer get text notifications on my lock screen. and i get no sounds at all that i received a text. im not sure if these problems are connected or not.

i have been trying constantly and to no avail. i have downloaded iPhone3,3_6.1.3_10B329_Restore. ipsw, will i be able to restore my phone to the factory setttings using this on redsnow? im to the point where i just want to wipe the phone clean and go from there. im no pro at this but thats why i came here to get some advice.
