modem 1.59.00

is it possible to unlock???or downgrade

Not possible yet, ONLY if you have SHSH saved for 4.0 or 4.0.1 so you can downgrade, otherwise just wait ....

Only If Your Device Was Previously Jailbroken, Meaning Cydia Has The ShSH Blobs you can then downgrade and proceed with the jailbreak and unlock.
