problem to activate iphone4s - GSM-Forum

hi
yesterday i restore iphone4s 6.1.3 to 8.1.3 it is from japan.
Iphone 4s 16gb Black
Imei: 990001879565109
Serial: Dqgjr0wjdtc1
Network: Global
Activated: Yes
Find My Iphone: Off
Contract Status: Unknown
Applecare Protection: No
Telephone Technical Support: Expired
Repairs & Service Coverage: Expired
Purchase Country: Japan
Purchase Date: August 25, 2012
Carrier: Japan Kddi P10x Policy
Sim Lock: Locked

so i put japan kiddi sim and try activate. but no

it say

could not activate iphone

your iphone could not be activate
because the activation server is temrary unavailable.try connecting
your iphone to itune to activate it.or
try again in a couple of minutes.
if this problem presist, contact apple
support at apple.com/support

try again.
