First put your iPhone in DFU mode then downgrade to 6.1.3
After sucessfully downgrading you need to hold SHIFT + Check for Update and select the iOS 7 firmware..give it a few minutes
There you are you have sucessfully activated your iPhone 4S on iOS 7 without registering your UDID

I have downloaded and install ios7 beta1 yesterday in my iphone4s
but I haven't UDID registration account.
all the day I tries to activate by trying voicedial as shows in youtube but unsuccessfully.
is there is any trick to activate

by that method I feel not possible

please if there is any other method, Let me know

you can update iOS 7 without UDID registration.

1) manual update to iOS 6.1.4 (iPhone 5), iOS 6.1.3 (iPhone 4 & 4s).
2) after complete setup your phone.
3) now again open iTunes press shift from keyboard & check for update from iTunes (don't click on restore), manually select iOS 7 wait for finish update & Enjoy.....

No problems with this method..running iOS 7 beta on iPhone 4S and iPhone 5..works like charm
