I have a Iphone in recovery move . not sure of the firmware and bootloader. Can it be restored to 3.1.3 for it to be jailbroken and unlocked ?.

No u can't do that
try blacra1n first it will boot ur iphone if it's on 3.1.2
if it didn't then iphone isn't 3.1.2 then u will stuck on recovery tilll jailbreak for 4.0 released
