Strange problem with me

I have a iphone4 locked to O2 UK network. i did paid 28 $ my reseller for unlock.after some days he replied me phone has been unlocked. but i am still on activation. With O2 sim i can activate and O2 sim shows my local network. A great confusion, phone was O2 UK, but now it's showing from Hong Kong and shows unlocked. Here is imei number, 012749008907766. Can any body tells me what my reseller did with imei? is he changed to serial number?
