At&T iphone 4 NO SERVICE after factory unlock

I searched this forum but cant seem to find a solution.

i bought this iphone 4 16gb from a local here, i have factory restore and update it on 3 different computer 7x times, i have reset network settings while phone is plugged in, phone show status : Activiated
Sim status: unlocked
i also get that unlocked msg on itune but when i go and insert my tmobile i get NO SERVICE

if i put in the original At&T sim card that came w/ the phone there is signal bar so the hardware inside is good.

ANYBODY KNOW WHATS WRONG? HOW DO YOU FIX THIS PROBLEM?

i have heard that at&t implemented a new thing where if u report your iphone stolen/lost they blocked all the network here in the U.S so you can't use it. is this TRUE?

its not hardware becuz i tried inserting the original at&t sim in and it seems to pick up signal bar, but with a different at&t no signal just that ORIGINAL SIM that was attached to it when ibought the phone. so the signal cable Hardware is not a problem

he bro I confirm the phone i lost or stolen or the person who had it before didnt pay his bills
and for your information if you put an at&t or any sim card that use the at&t towers like H2O, NET10, RED POCKET... they will block it and you cant use it anymore.
