delete the last line for the hosts (C:\Windows\System32\drivers\etc)
open the last verion of itunes
put the phone manual in dfu mode
connect to the pc
and press restore
if this not work maybe your phone have a hw problem or the baseband is gone

Remove hosts file dns. (c:/windows/system32/drivers/etc).
Open this file as admin, and remove the dns. ( gs.apple.com ).
Update iTunes to latest version, reboot pc, and use Restore.
