U try with unrecognized sim by aplle.......me also ger same error with dits iphone activation card

have tried ONEsim and some sims that i have with me ,,

thai simcard DTAC, Voda Australia, Tele2 Sweden,

ufffffffff solved.. did restore again error 3173

then did restore again this time worked..
